I can't tell if someone tarnished it or if it's missing the clad plating? The rim looks all copper unlike every other one where you can see the shiny plating1971-P-Kennedy,-Is-This-Missing-The-Clad-Plating?

Note the color on the edge of the coin. If it were missing the cladding, it would be that color. Also the strike would be weak:

Note the color on the reverse of this quarter? It should be that red, just like the edge of the coin. Also not the weakness of the strike on both sides of the coin. This one is just missing one side of the cladding. The reason they would be a weaker strike is that the machine is set for the normal height of the planchet. Without one or both clad, the strike would be weaker.
Here is also a dollar with a single cladding missing:

Note the weakness because of the clad missing.
