Give your coin a soak in acetone. Most likely there is gunkon it forming the anomaly. When the anomaly is accented by a color change from one area to the other it is most likely not a mint related issue

I have recently started experimenting with 100% acetone with guinea pig coins.
I will try it out on this one.
