1976-1776 D Bicentennial Quarter DDO/Blueish Toning?

I got this a while back because I collect coins with odd finish or toning (it in this case a blueish hue) and as I started to look harder for errors and varieties on my collection I noticed split serifs on liberty along with what looks like a D over rotated D MM and wondered could this be the DDO Bicentenial? If so how much does the toning take away from the value and does it look like original time toned or someone jacking with it? Thanks in advance for the help everyone.

Looks like DDD,not a true doubled die. Over mint marks stopped in the 1960's I think. Toning is a personal choice,if it has nice eye appeal it may add a bit to the value to the right person.

Agree this is probably Die Deterioration, and that the color is quite attractive.

Thanks for the warm welcome everyone. I appreciate the help. Thanks coinfrog. I can't lie, I love toned coins. I'm new so sorry for all the questions. Is the toning considered damage or errors when being graded? Or does it depend on the reason for toning like annealing issues. Is the eye appeal considered When grading or will it be sent back as a problem coin. I have a few examples. I've amassed a bunch of oddball color coins but don't know if I should grade them if it will come back as damaged.

Be careful with toned coins. A lot of them are artificially toned. Your merc has some bumps and scratches and not worth grading. The Peace dollar looks artificially toned,so damaged.The other dark colored coins look like environmental damage to me.
