I'm not sure if this quarter is doubke stamped or damaged or what caused it to look as if it has two heads on front.

Are those spots raised or recessed? because they just look like stains to me.

They are raised. It lookes like stains at first but you can feel it and it does not come off

Ok after firther inspecrion it is not raised jistvlooks raised. Indentions annd lines are smooth as quarter itself

Concur with Fuzzy317. Either glue or floor shellac. Dip it in acetone (nail polish remover) and it should dissolve. Then spend it.

Going further...is the stain layered...does it feel like globs...then indeed it could be shellac/glue or just goop.
