Just looks like it had a tough life. The devices are smushed down a bit making them look wider. But on the States and ATB Quarters, 98% of the doubled dies are on the center of the designs.

Whether from normal wear and tear, being trapped in a dryer, or from acid, this coin didn't leave the mint looking like this.
