Can't find a Krause reference.

Found two references for Mongolia 10 Tugric, 1984, with pictures:
NGC World Coin values website:
Commemoratives for International Games:
NGC X-1: Cu Ni proof, rev. archer right. cat. val. $20
NGC X-2: Cu Ni proof, rev. equestrian. cat. val. $22.50

It seems that no 10 Tugric coins of any design were ever circulated.
My opinion is that they are not patterns, but are NCLT collector coins.

They are also the coins illustrated on the NGC World Coin Values website.
Note that NGC has given them 'X' numbers, and has not just used the "KM#" reference.

Many people look in KM, but may not have the companion volume.
Over time, a number of coins move out of the SCWC and into the UWC catalog.
For example: The Archer was KM#46 in the older SCWC, then became KM#M1, then became X#1 moved into the UWC catalog
