Hope this is the correct place to ask this question. I have a 1993P ASE Proof + 1995P ASE Proof in OMP. I was looking at them with my 7x loop and noticed small toning spots in numerous areas (doesn't show up in photos because of the cameo finish). Both coins appear perfect, except for the toning to my inexperienced eye. How would the toning effect NGC grading? How much is it to get NGC to clean the coins? Other options? Thank you.

A pic would help but I always cringe when I hear "small toning SPOTS" and immediately think milk spots...common on proofs and definitely affects grading AND are permanent...this is assuming milk spots

Here is a smartphone image of the 1993 toning  The cameo is clear the image, smartphone doesn't handle the reflections off of the cameo surface very well. There are just a lot of small toning spots, no black area.

Most collectors ABHOR spots, haze, or streaks of any kind on their COLLECTOR ASE's. Almost all bullion collectors could not care less.

Those spots in the picture will lower the grade as they have negative eye appeal

No. It is not worth doing.
Non-corrosive spots do NOT affect numerical grade. They do affect eye appeal and value.

I know what you mindset is on this one. The NGC 69's can be bought for $45-50....bumping it up one grade costs over $1000 A few years ago I sent in some great looking early proof ASE's trying for that 70 grade and all came back 69's. ...and now prepare for the 70 value deniers to add some thoughts.

Those early 70s really are few and far between. A very significant percentage if not most of them that ever existed from day one have been handled/stored in ways to drop them at least a grade.
