It's a commemorative silver dollar, not a medal.
In this case the Independent Grader doesn't make a lot of difference as the coin itself is worth about double bullion. PCGS or NGC would certainly sell faster.
Nothing wrong with including it in your collection, especially if you explore a commemorative collection.
