It is a Washington quarter. Some letters are also missing on top of the reverse. Not sure if it is a silver or clad.

Very nice find and congratulations! You have a winner here! That's called a Cud (Major Die Break). It happens when a piece of the die breaks off, causing raised blobs of metal to appear on struck coins. It's worth a huge premium. That's a huge Cud! A Cud is a die break the extends out from the rim. Definitely worth keeping. Try matching it here: http://cuds-on-coins.com/washington...s-no-date-2/

Also, the missing letters on the reverse (back) are because the die break (cud, or blob of metal) on the obverse (front) of the coin caused there to be weakness of the strike on the reverse (back) of the coin when it was struck.

To check for silver, see if the edge of the coin has a copper ring. If it does, then it is not silver. If it does not, and it is the full silver color, it is silver.
