On this 2004D dime, there is flatening around the perimeter of the coin inside the rim, on both sides. Is this from wear, maybe from coin dispensing machines? Or is it caused some other way?

Heavily polished die, I'm thinking.

I'm agreeing with the greased die scenario.

Lets examine all the devices. What do we see? All the devices are showing? All the affected devices are wider than normal and not a doubled die. Do they appear scratched? No. So it is not damage. (circulation worn coins show the same wear pattern all across the coin)

Another-Question,-But-This-May-Be-Post-Strike-Damage.
On this coin only the outer parts of the design is affected. Beings they are wider, so it is not a case of die polishing. Why? Because the devices would be thinner, not wider.

Another-Question,-But-This-May-Be-Post-Strike-Damage.
So it is not a die polishing issue. The devices on the die are wider at the bottoms of the devices.
Another-Question,-But-This-May-Be-Post-Strike-Damage.
So if the die has grease in them, the devices will not form the tapered devices on the tops, but show what the bottoms of the devices would have looked like. So this coins dies were suffering from a partial Grease Fill on the outer devices. Probably the die was wiped down with grease on a rag and the grease was transferred to the out edges of the devices.
Another-Question,-But-This-May-Be-Post-Strike-Damage.
The the issue with this coin is a Grease Fill on the outer devices on both dies. No premium, but this is what I see on this coin.
