1918 Lincoln Wheat Cent. Is This A Lamination Error?

On the obverse there is a shallow gouge the starts below the 9 in the date and travels to the upper right all the way to the rim. Where it passes through the 9, the gouge is recessed. When it reaches the level of Lincoln's lips the edges are flush with the surrounding surfaces. Beyond that point, as it progresses to the rim, the defect is raised above the surrounding surfaces. Is this some kind of lamination error?
