It's Post Strike Damage ( PSD), not an error coin. It was probably dipped in acid, since the weight is not correct. Normal weight is supposed to be 5.6 grams, and yours weighs 5.4 grams.
@EMM, first welcome to CCF. Second, I believe that the mint tolerance is 5.67 +/- 0.23 grams for clad Washington quarters, so this one is pretty much in spec, especially considering the wear and tear.

to CCF...this coin looks just like the one I did an experiment on..Placed in a pool pump skimmer basket for one week and it came out grainy and still stained (only lighter). PMD...spender
