This coin was cleaned and polished to death. How can I tell? Note the highest points of the devices are now flattens and blend into the mid devices:    Note that while the coin is shiny, the devices are disappearing from the polishing of the coin. Pretty much ruined at this point. It would have been better for the coin to have been left alone.

That being said the doubling had to be sharper before the polishing right? Think I got this from a bu roll. Can't remember

If The coin was polished, yes. Several of the devices has lines on the tops of the devices, like a high bounce from MD. But the coin is too brilliant to be a natural finish. Note the roughness of the fields, it is not a proof coin. (But no proof coins were struck that year anyway) Just screams 'Altered'!

I agree with Coop. Definitely Post Strike Damage ( PSD) 100%. A cull coin, but toss it in with your junk Wheat cent pile.
