Not sure what you mean, do you have an example picture possibly? I know Lowell P for instance on the obverse had this hazy ring to it, sometimes even partially ringed, on a good amount of the quarters I searched, while others were free from from it completely, I had thought it was due to slightly overgreasing the dies.
Also seems like NGC is grading some State Quarters as "PL" which I would assume is proof like.
I know occasionally there are just better coins struck than others and also as dies wear they get worse until the dies are retired. and Denver seems to have better strikes than Philly, just various things going on in the minting process. their goal isn't perfect coins, just acceptable for use in circulation coins unless they are makign them for collector sets and even then, QC could probably be better. LOL
