This 2017 P LSC looks like there is some kind die issue, I am just not sure which one. Also, there seems to be some kind of color issue as well. I am not too sure what is exactly happening with this coin. Any help is greatly appreciated. Thank you

It's both surprisingly. It's Machine Doubling and Die Deterioration Doubling on the obverse and reverse.

Perfect example of a Second die strike ( Machine Doubling) not a double die. It also has Die chips.

Business strikes are only struck once. The Machine Doubling happens after the strike. Then the die movement kicks it in the shins because of looseness on the machine. Only struck once. (Proof coins are struck twice and sometimes more) But the MD can look like several strikes, because it will vary from strike to strike:
