Looks like Mechanical Doubling to me. there are no split serifs there. CopperCoins.com has a great database for pennies. you should check them out. good spotting though!

It is a Class III DDO where the 1949 date style (blunt top of 4) is hubbed over a 1948 date style (pointed top of 4). It may not have some of the characteristics typical of other classes of DDs. Edit: See the varietyvista link I posted before. The only DDOs VV lists for this date are the Class III blunt over pointed 4.
