It's likely not the holder but the environment the holder is in, They look air tight but they are not. Environmental conditions, especially humidity, can cause the coin to tone in the holder.

PCCB isn't a grading company they are a coin holder making company, probably in China. They look alot like PCGS/NGC type slabs. you can buy the holders from Amazon. I would think everything about it should be suspect unless you put the coin in the holder yourself or paid less than face value for it. They are used a lot in scams.

The coin looks like a Singapore KM#314 from the Standard Catalog of World Coins book. so as long as you didn't pay more than a dollar or two for BU uncirculated should be fine.

Although sometimes the scam can be the fake grading and the price markup is there and not in the coin itself.
