Looking at the luster, that sounds about right. These are very difficult to grade.

I'm gonna say MS63, he looks too sad to make 64.

Pics are a touch out of focus, making it a bit difficult to judge strike, but it looks to be a bit weak to me. I'll say MS64 as well.

Concur the photos are out of focus - and this is one of the least inspired designs in the classic silver commemorative series. That said - its MS something based on the photos provided. Likely TPG says MS63-64. Nice addition keith12 as you continue to add to your collection on this challenging set.
