In browsing ebay I noticed some 2017-S PCGS PF-70 ASE coins with what the seller identified as having multiple milk spots. He told me they appeared after the coins were encapsulated. So I wonder if this is going to be an ongoing problem due to quality issues at the mint and whether or not it is applicable to all the mints. Makes it a crap shoot buying sight-unseen TPG ASEs. First I've come across such an issue.

Not just ASE. I finally broke down and bought a 2019-W cent MS69 sight unseen, the reason TPGs were invented. It has a few "ticks" where the copper plating was pierced and a darker splotch that I hope don't get any worse. If these marks were on the coin during the grading process, shame on PCGS. If they developed after slabbing, what good is slabbing?

The TPGs know this can, and does, happen and their guarantees specifically address and exclude it.

Quote:
PCGS Guarantee of Grade and Authenticity - United States and World Coins

...This guarantee shall not apply to coins exhibiting environmental deterioration subsequent to certification, including spotting on modern silver coins...

Quote:
NGC Guarantee

...In certain Coins, natural environmental deterioration may cause undesired features to appear, such as (but not limited to) spotting, hazing, PVC and corrosion. Spots, for example, can occur on modern silver Coins as a result of the minting process or other natural conditions over which NGC has no control. Therefore, the NGC Guarantee does not apply to Coins exhibiting any of these issues...

When it comes to copper coins, things can get even more dicey. See this thread in the TPG Coin Grading forum about NGC's 10 year rule for copper coins

It's been a problem for years, at one point (they still might) PCGS even had a 5 figure reward for anyone who could figure out how to remove them they've been such an issue. It's all the mints though some are worse than others, just as some series and years are worse than others.

Unfortunately there's no way to tell which ones will and which ones won't other than to wait a couple years. They can come in a short period of time or take a long time to show up, and once they appear they are there to stay
