I don't think it's so much a collector as it is just a person with a couple decades penny jar that finally decided to turn them all in at once and had some coins gotten around 1998 in there. Hard to say really but I think that's the most likely scenario. People tend to sit on pennies for years and years. I don't think a collector would knowingly dump them back to circulation but some random guy with a suitcase of pennies or a 5 gallon watter jug saved up for a long time sure would and not even know anything decent was there.
