My first thought was a capped die but I'm not sure that's what it is. Thanks for your input.

Looks like a Grease Filled Die issue. What's the weight of your coin?

The weight is 3.06 grams.

This kind of reminds me of not a dropped letter, but, a dropped bust that fell off of the obverse die on the reverse die and then was struck though on the next strike (this coin) This prevented the normal strike to happen and mimics the shape of the bust. If we had the next coin or two, then we could be sure if it rode out on this coin, or the next one?

Interesting thought. Too bad the coin is so beat up. It's kind of cool looking.

This is not a brockage from a dropped filling. This is a "greasy ghost". Die fill of just the right consistency tends to migrate toward areas of lower effective striking pressure, like the area opposite Lincoln's bust. The accumulation of "grease" then forms a vague, incuse version of the central design on the opposite die. Greasy ghosts can be found in all denominations.
