Wanted to get thoughts about this one. The closest match I found had the doubling above the statue, but of course not in the way this one shows.

I think your looking at minor Machine Doubling on the reverse. (note that all the areas your pointing to is in the same direction, reducing the size of the devices?) On the obverse all the devices are smaller than normal which indicates that the die was polished reducing the fields before your coin was struck. Just a normal die was was polished down before your coin was struck with slight Machine Doubling mostly on the corners of the devices. A doubled die enlarges the devices.

Not a Doubled Die Reverse, sorry. Just Machine Doubling again.
