1990 LMC Proof Penny Missing Mint Mark? (S)

My weakness is proof vs business strike coins and I'm wondering if I can get help with that and if I can spend this coin because I heard there are 1990 proof coins that are missing the San Francisco mint mark.

Looks like a normal 1990 Lincoln Cent to me. Not a proof in my opinion.

Not a Proof coin. Just a normal regular Business Strike coin meant for circulation.

The proof coin would have a mirror like finish. You wouldn't see those ungainly knobbled skin effect on the coin. It would be highly smooth even if circulated. You can google a comparison or check out some YouTube vids to help.

I tried that and I have a 1974-S penny that doesn't look like it has a mirror-like finish. Here:

To me it doesn't look black like a proof coin. I can't tell. It's my weakness and I need help.
