2019 W Mintmark Quarter Error

I think the lettering on the reverse is Machine Doubling, but there an error on the hub of the wheel on the reverse. Two spokes are poking into the hub. Any help with this is appreciated. jmewrites

The reverse devices on the outer circle of the ATB Quarters, the devices are incuse. So the slighest movement of the dies can make it look like they are doubled dies, but are not. It is Machine Doubling before/after/both of the strike. 70% of these quarter can be affected slightly/differently from coin to coin even from the same dies/machine. No hub doubling present from the images I can see so far.
