appears to be PMD , as I can can see clean metal where it was removed from the coin, if it were struck through something, the metal would all be the same color..

If it were a strike through it would be an imprint into the surface of the coin. That's not an imprint. If it were a die gouge it would look more like part of the design.

This looks by the ragged edges to be a scrape on the surface of the coin, which would be Post mint damage.
