2019 W Memorial Park Quarter Doubled Ear And Surrounding Hair?

This one has doubling in the ear and surrounding hair, is this Machine Doubling? It is on multiple sides of the curls and ear/neck area so I couldn't tell. There is something going on with the t's in states and a chunk hanging off the rim too. Thanks as always guys.

Note the affected areas. They are flat, shelf like, they don't show contour like doubled die would.

Note the hair above that area of where the MD is. Note how the light turns gradually to dark because of the contour of the devices. Then look at the machine doubled area. It looks like a cliff that drops. That is MD from the machine damaging the devices after the strike. Note on the examples I posted? Note the contour on all sides of the coin, except for on the left side of the devices on the MD image on the left. Just machine damage after the normal strike. What you are looking at is damage, not doubling.
