Looks like a slight Grease Filled Die issue.

Yep, E&V is right, slight Grease Filled Die, not even close enough to have a premium, I'm sure you can do better!

I would save it till you find another one like it, but more extreme.

Thus the grease is moved and partially filling those devices. Also factor in this area is often showing the STATES OF area weaker because of the metal movement during the strike. So if most of the metal is pushed into the obverse part of the design, that area can be weaker. Note how the base of the bust cuts off showing the weakness in that area. Check the weight to see if it is below 2.5grams? If so that maybe the cause. Just not enough metal to go around during the strike.

Just a weak strike..there's alot of metal movement needed on the reverse of this area to fill in lower part of Lincolns bust..That's what I've learned here from this site...and I'm sticking to it..
