What's going on with this 2005P Jefferson Ocean in View?

I can't quite make out exactly what this is on the reverse

I posted the normal Rev for comparison.

It looks like some form of doubling/diechip? Something seems very strange in this one area.

Need help figuring this one out!

The doubling is all the result of Die Deterioration. In your second set of images, look at the first picture. Look to the right side of the trunk of the tree on the left. How's that for directions? :-) Anyway, the little projections, lines, spikes, (whatever you want to call them) is one of the signs that we look for to indicate Die Deterioration. It goes along with what we call the "orange peel" effect as dies wear.

Most of the reverse is effected by die wear.

I can't tell what the other issue is.
