1994 D LMC Rotated Part Of Memorial Clash On Obverse/Anomalies On Reverse?

I was checking out what I thought was a strike though and then I noticed what looks like part of the memorial rotated and clashed on the bust. There are other random spots with damage and possible clash marks I can't tell for sure just needed some other eyes on this. I appreciate everyone's help in advance.

I lean toward damage as well, though I can see why you thought it might be clashing.
