What's with the blackened finish on this 03 Bama State Quarter?

This normal wear and tear or is the clad layer missing, causing it to color like this?

I agree, any of the above damage scenarios is possible. It is not an error of any kind.

Just a circulated coin. What is neat though the reverse shows details that I've never noticed before that being a BU coin you might not have noticed before. The braille. Never noticed that before on the coin's design. Something blackened it and circulation has antiqued the coin from wear. Sometimes it helps to carry darkened coins in your change to lighten them up some.
