@YM, the copper plating has a hole in it which has exposed the underlying zinc core. That zinc is reacting with the atmosphere to cause bubbling of the metal around the mintmark. This coin can be safely spent as this is just damage--not a mint error.

Another reason this in not a 'P' is that in 1990, the mintmark was part of the design of the coin. Only on year has the 'P' on the cent: 2017-P.
