Spence Moderator United States 34425 Posts	Posted 08/21/2019 06:46 am @YM, the copper plating has a hole in it which has exposed the underlying zinc core. That zinc is reacting with the atmosphere to cause bubbling of the metal around the mintmark. This coin can be safely spent as this is just damage--not a mint error.
