Those are called a collar clash mark. The are marks made on the edge of the die:

Yes,It's an error..Yes, It's a collar clash..Yes,I'd like to see full shot photos to determine if it would be a keeper..MS to AU vs. a detailed coin with a big massive scratch across his face...That's just me
