hard to take a better pic bubble everywhere is this a mint error or damaged

I've seen worse:
1988-D-Lincoln-Wide-AM-FG?is-It-Normal-Some-Bubble
This was quite an issue until they realized they were plating over the zinc dust. We still see it time to time.
