That's a proof cent...proof that the mint had poor quality control...
IMO, what you think is a S over D is just a plating bubble ot debris. Die crack on reverse might be or debris also..would need better photos.

to CCF. OMM's stopped long before 1989.By the C looks like a die crack and by EPU looks like a plating issue.The whole coin has a plating issue going on. If I received that from the mint, I would have returned it for a replacement.
