Cleaned silver coins have an unmistakable appearance that non-cleaned ones don't. Look at the 1921, and compare to the 1890. The 1921 has that "washed out" appearance where the 1890 has that naturally toned look that could only come from a coin that has not been tampered with by cleaning and/or dipping.
