Does modern Australian commemorative coins issued by Royal Australian Mint and Perth Mint are legal tender? If yes, where I can find public law acts?

Yes, all commemorative coins are legal tender although you would be very crazy to use them for circulation.

G'day,
nearly every year, there are one or more circulating commemorative Australian coins.
For example:
2008 $1 - Centenary of Boy Scouts
2007 $1 - APEC
2005 $1, 50c, & 20c - 60th Anniversary end of WW2

All the other guff made by RAM, Perth Mint, etc, is "Non-circulating Legal Tender": shiny metal, to separate the gullible from their money.

Australian coins & notes are governed by the CURRENCY ACT 1965:

To add to this when a new coin with a non standard design or denomination is minted (ie NCLT) a schedule is also put out under the currancy act as well to make these legal tender. Normally there are about 4 to 5 a year to cater for both mints.
