2018 P Minnesota Voyageurs Quarter Possible DDR? Doubled V On Reverse.

Hey everyone I can't tell what's going on with this quarter. I see the Machine Doubling but there are a few anomalies I can't identify. It looks like a doubled V on Voyageurs (the V to the Southwest is raised) and possibly some of the design features out of place on the reverse. Is this also a collar strike or clash? There seems to be reeding bent over into the reverse of the coin at the 6 o'clock area. thanks in advance
