These are incuse devices. So when incuse devices experience Machine Doubling, it enlarges the devices. That is what you are seeing. The incuse devices and raised devices have opposite rules for them. Not a doubled die. About 70% of these quarters have mild to strong Machine Doubling on them. The doubled dies on this series is on the central devices, not the outside edge devices.
