I know it's not US and not an error, but I'd like to ask what happened to this coin / what caused it.

I mean the coin on the left (1916), while the second one (1918) is shown for comparison how these normally look like. I hope there are enough pictures

Since this Austria 20 Heller was struck on iron, it may have also been plated to reduce corrosion?
I think I'm seeing patches of plating lifted off. In terms of errors, I think I see a few die breaks too.

Hard to tell from the images, but it appears to be good old environmental damage. Corrosion or removed corrosion that had been left on the coin for a long time will often eat into the surface of the coin. PVC or any number of other chemicals can cause pitting in areas of coins that will never get better. Pitting can be hidden, but it can never be fixed.

I know of a person who was a pro at mixing color pigment with wax to fill pitted areas in colonial and early US copper. The work he did was good enough that the lay person could never tell it had been done. In fact, he even did this to plug some holes, and I certainly couldn't tell the planchet had been holed. Anyway, pits can be hidden, but they never really go away.
