I bet that is a Philadelphia struck coin. I have noticed alot of Die Deterioration on the American Memorial quarters coming out of Philadelphia.

Note though the the Die Deterioration is radial outward from the center, on Jerrold's images the features seem to be circular around the center of the die. More like poorly defined lathe lines.
