Unfortunately it's just damaged. Very likely some kind of heat was applied.

Ok so if it is damage what about the olive branch on the reverse there is no damage on the obverse of that

Ok yes that new one is a great pic--well done. When we this sort of bubbling/warping on a clad coin, we ascribe it to excessive heat, but to be honest we can't know for sure what caused this damage after the coin left the mint.
