Condition is important and I can see folds. If they are low runs they may have a small premium.

The Richmond star, 3.2M printed
The Philadelphia MC-A, 38.4M printed.

Because of primarily condition and partially denomination, I would spend these.
Not all replacement notes have value above face. Large run moderns almost always have to be uncirculated. There are some exceptions but neither of the OP's notes are collectible in their condition.
