1997 D Penny DDR On "D Stat"

There is a small line on the D, S,T,A,T. I put green arrows up to show where the lines start and end. On the "T's," the line doesn't connect in the middle. The line also doesn't go all the way across the "D" or the "S."

Is this a DDR, and if so how do I figure the value of it?

It looks like the start of Die Deterioration Doubling. As the die wares the features can move towards the rim. The letters you indicate show signs of DDD.

I might not have the best answer for you, so let's see what other members have to say. I'd hate to tell you something only to be wrong about it.
