1990 Lincoln Penny - Emboss Line Error Or Damage?

While going through a number of coins, I came across one that stuck out like a sore thumb. There is a line going above and below the first nine of the year. At first I thought it was just a scratch but looking at it in the light it looks to be reflecting on the same edges as the lettering which would indicate an emboss and not an inset scratch. Running my finger over it I can definitely feel a deformation but it is much more shallow than the lettering so I am not able to tell if it is extruding or scratch with my finger. When viewed in the light it is clearly visible and did not exist on any other coin. What do you think?

Not quite a linear plating bubble.

It is a plating bubble.

I thought it might be a bubble too but all the ones I had seen online were circular and not in a straight line, I did not know they could be so uniform.

@Spence - I would rather not pop them, looks like that will expose the metal and it can oxidize quickly.
