Your friend was almost right; they're both worth one cent. The primary difference is that the 1980-D is 95% copper and the 1998-D is copper-plated zinc. Even the "copper" cents can vary widely in color, but add the plated coins in and you get an entire spectrum.

1. As mentioned above, the 1980 cent is solid bronze, and the 1998 is copper plated zinc. SO they started out different colors

2. The 1980 has had nearly twice the time to tarnish as the 1998 (I don't think anyone else mentioned this).

This isn't quite a scientific statement, but silver-plated objects tarnish faster and differently than 90% silver. Likewise, it stands to reason that 95% copper will tone/tarnish differently than a copper-plated cent.
