The lower curl of the flag under the left arm looks strange, I cannot tell if it is just really darkly toned there or if it has been engraved to strengthen the detail but there are numerous scratches extending from that area to the rim

I put it back under the scope for a closer look again, and
the scratches are certainly there. They appear to have been done at same time, probably when it was a couple of grades higher, but they do detract. The darker areas you mention seem to be part of the surface, some toning but also some black "gunk" that acetone doesn't react. I don't see any obvious tooling marks there.

Very good, it is hard to tell with things like that when looking at a 2-D photo as the darkness of the toning "appeared" to give it extra depth in that area and the presence of the scratches would have lent credence to the theory of tooling. IMO, the scratches do not detract too much because they are old and toned over but I was afraid that they led to worse things

BTW, I will go with the crowd and call it VG as well

I think the weakness of the rim keeps it out of VG.
