1960 D LMC Doubling On Lips And Neck?

I see some doubling, especially in the neck area. Thoughts? Comments? It's probably just Machine Doubling, but maybe not?

The Master hub was weakening and and swelling outwards so much that the master hub was replaced in 1969. But enhancement of the die were seen on different coin with an engraving on some master dies/working hubs/working dies. So depending on which one was altered, the numbers would increase a little, a lot, or affect half the coinage that year, depending where this phase was added to the coins. It might have been added to a die that when they over polished it, it weakened the bust too much. So it is know to affect some coins, but no premium for this.
