came across this 1964 in great condition, showing bar under the horizontal bar of L in LIBERTY and showing a notch on the top of the 4 in the date. any thoughts?

The die wear is showing under the 'L'. It is not a doubled die as the angle of the line does not match the bottom of the 'L'.

I agree with die wear. The 4 may be a slight hit, as well, but it's difficult to tell. It is not doubling, either way.
