Minor off set printing possibly but condition wise yowza I have found better Bill's hit by an 18 wheeler.

As a rule, some part of the design has to be cut off to be considered an error. I'd say this is very close, but not quite.

Unfortunately I see it as a terribly centered note.
The standard set, as mentioned above, is that a portion of an adjoining note must be visible in one of the margins for it to be considered an error.
