IMO, it makes the '43 better value for money against the catalog value, which does not account for toning, either good or bad.
At anything above MS65, eye appeal means a lot.
Besides,
the bands are more clearly defined on the '43, even if both are FSB.
The uneven toning on the '39D detracts from eye appeal, and thus value, despite the fact that at MS69, the '399D is a very rare coin.
